Andrew Bailey's positive tone is interesting and welcome given that the Senior Managers and Certification Regime will be rolled out across all financial services firms in 2018. It is a credit to the sector that the FCA feels that there has been a sincere level of commitment to cultural change on a pervasive basis throughout firms. That said, the FCA drops crystal clear tips about areas that require some further attention - allocate responsibilities sharply, avoid over-and–underlaps and don't devolve powers and responsibilities to a range of less senior individuals. A key requirement is that the FCA needs to be able to know at-a-glance who is responsible for a given area. The FCA recognises culture change is a journey that will take time to complete and it is helpful that it appears prepared to work constructively with firms and individuals. Firms and individuals must remain engaged with the process as well. It is far easier to address these issues proactively than with the FCA looking over your shoulder, as part of a thematic review or specific investigation.
